It would have something to do with the cabling between the receiver and the TV. If you can, bring that TV into the same room and connect a short coax between the 2. There is a teeny tiny chance the receiver coax output is bad but it's quite rare. This will prove yes or no on that issue. Once you confirm your receiver is not the issue you would start by replaced the F-connectors and barrel connectors if using wall plates. If that still does not fix it then it's most likely that someone screwed a screw or nailed a nail into your coax run inside the walls.
