While the Federal incentives are to gain access to remote or underserved areas... the real motivation IMO is to connect all Tesla vehicles to the internet as part of the AI in self driving. Currently vehicles mostly just learn from their own travels... Starlink will allow all vehicles to be learning from each other. This would imply the mobile application will be available sooner than later.
