I think both DISH and DirecTV have methods, but I'm only familiar with DISH's. DISH uses Sling technology which is available for the 722 receiver and the Hopper.
I have two Hoppers with Sling and can view recorded and live programs from either of my Hoppers wirelessly on my iPad. Also, a complete program guide can be displayed on my iPad so I can view or record any live show.
In order for the system to work, my Hopper and iPad must both be connected to a WiFi hotspot, and the DISH Anywhere App installed on my iPad (or an iPhone or Android).

You put a TV-Tuner card (usb dongle) such as he Hauppauge Win-TV in/on the computer and hook up a wire feed from the sat receiver.
NOTE: There are companies that advertise "Watch thousands of Sat TV channels on your PC for Free".. DO NOT BELIEVE THEM,, They lie, big time.
How I do it:
I have a couple of stand alone DVRs. (ReplayTV) they are no longer made, DirecTV owns the rights but is not building them, these are older NTSC only devices.
I can easily download a recorded show to my server computer, then transfer it to the laptop. Tablet or Smart phone. and watch anywhere... I can control them with the laptop, tablet or smart phone, You can stream over Wi-Fi from them or the server, via the server, to any device within range. (all you need is the proper URL) and it works.
Record in one room, watch in another, Pause, Rewind, Stop and pick up in the other room, Or on a remote device... All those features.. and the monthly subscription is less than 10 bucks. (Way less). and that is just for the programming service.. if I run 'em in VCR mode it's free (I have to program in the times and such, In DVR mode I just click on RECORD THIS SHOW) - aslaksonExplorerEDIT: Actually read the page. This also requires an internet connection and looks like it streams from the internet, not from the satellite receiver itself.

However, if there were a gizmo that would accept an input from a satellite receiver (RGB, maybe) and make it available as a source on your local network, might work. Take some digging, but I'd bet there's something out there that would do it.
