My Cradlepoint 1200 allows fail over between two or more cellular modems. It will also fail over from a cable internet connection. I don't believe it is a miracle cure for "no signal".
The reason for Skype and other such services not working on satellite has to do with the latency of the signal. It is typically 145 milliseconds which is way way way slow.
