You don't get exactly billed, you pay up front for a month. If you don't want the service for the whole month, you call and cancel. DISH then holds a credit balance of the unused days. When you call and reactivate, you top-up your credit balance to a full month.
If you let the month run out then DISH will automatically stop the service.
