You do seem to be a bit confused as most tablets do GPS and a WiFi connection (except most Apple models that require cellular (activated or not) built in.
What you won't have, and don't need, is a connection to a cell tower. The GPS receiver does it all and the mapping software and Google take care of the rest. For me, I do have an internet connection where ever I travel so I can connect the tablet to the MiFi via WiFi and get live traffic information as well.
