Others will know more about this than I do but when we were in PA this summer the HD locals were on 61.5. I have a Wineguard Carryout and was able to use the dip switches to program it to use the eastern arc.
I will also mention that the reason I ended up going to the eastern arc was that I couldn't get 129 because it was so low on the horizon and the trees were so tall.
