Could you clarify please? You say you have good numbers on the TV but not on the receiver. You should only be looking at the numbers from your receiver on the TV so I don't know where the 2 sets of numbers are coming from.
Do you have the receiver set to match your antenna type in the Repeat Satellite Setup routine? While in there, are you seeing numbers when you go to Signal Strength and then Signal Meter? What power inserter are you using and where is it located? Are you using a SWM splitter? What receiver model? Any other info?
