What was the other problem program?
The two startup apps that were causing me problems were
"Problem Reports and Solutions Control Panel Support"
"Windows Error Reporting Service"

Disabling error reporting service was enough for me to fix the problem. Thus far, I'm liking W10 and still have about 3 weeks to decide if I want to revert back to W8.1, which I also liked.
