Back in the days of PDA's with I/R links there was a universal Learning Remote app you could buy for it.. Only issue was the lmited power of the PDA IR diode.
Today there are some universal remotes, some are learning remotes, in teh 50-150 dollar range that just might be able to do what you want.
Since I've never bought one.. I can not say more. but some of 'em are rather good from what I'm told.
