I recently built a new computer being that XP was seeing its end of support and my system was around 7+ years old. The new system runs windows 7 professional as I did not like the touch screen offered with windows 8. You can buy a custom built high end system if you can configure the components yourself and the cost will not exceed $800.00 excluding the monitor.
I took the old system and installed the UBUNTU operating system on it and it turned out that I did not have to do any updates to it, during the initial installation it configured the system based on what hardware existed and it is very easy to learn. Quite possibly I did not need a new system but it is always nice to be current on technology. I spend more time on UBUNTU with all the features it has to offer and the ease of use.
