You will have to reinstall all, not just some of your programs when going from WIN XP to WIN 7. There is no upgrade path. Just a new install.
You may want to try finding a dealer that sells DELL Windows 7 full install DVD w/license. Not Windows 7 restore discs. I've seen them for $60.-$70. Though meant for DELL specific computers, they will install on any PC.
