It would be silly to pay more for the 32 bit version when the 64 bit version allows you to use more memory, and cost less.
Personally I would go with Windows 7 because from what little bit I've played with Windows 8 I really hated it.
However if you go with Windows 8, waiting until 8.1 comes out is a good idea. At least then you won't have to run third party software to get a Start button, and jump through hoops to turn the darned thing off.
