Windows 7 is about half as efficient as XP on a computer. Better than Vista that degraded PC performance by 60%. A new computer will have a more powerful processor, be able to address 2-4x as much RAM, have a much better video processor, and likely to have 4x as much hard drive capacity, USB 3.0 ports (10x as fast as USB 2.x), a 1GB Ethernet port that is 10x the speed of the what is probably your current computer's Ethernet port.
And you can buy such a machine in desktop form for under $500 from Dell or reputable companies like HP and Lenovo if you like to support keeping jobs in America. A laptop with these capabilities and the Intel i5 processor can be bought from Lenovo and HP for under $600.
It makes more sense to buy a middle of the pack computer in terms of its capabilities and replace it every 3-4 years than to pay 2-3x as much for a machine that will be surpassed by the middle ground computers in 2 years time.
If you shop at places online it is easy to find computers with Windows 7 installed. 100% of the computers bought by Fortune 500 companies come with Windows 7 installed. Windows 8 is being sold to unsuspecting consumers and is best to avoid. After 3 years time Windows 7 still needs frequent patches and bug fixes so it would be foolish to expect Windows 8 to be stable when it has been out less than a year (and created by Microsoft).
