Government mandated taxes and fees. For example there is a 9-1-1 surcharge, intended to be paid to the 9-1-1 service centers to help them cover the cost of "Enhanced 9-1-1" (Which can read your phone's GPS even if it's turned off).. Of course the center I worked in I never could get the boss to upgrade to Enhanced I do not think they have yet so that money is just sitting in an account somewhere.
Taxes (Sales tax alone is 6% in Michigan) and other taxes and fees.
I have been told by T-Mobile here in VA that it's $60. Period! There is the added $10/month per line tether plan but that unlimited is still somewhat limited. There is also a $25/line add on for full unlimited unlimited tethering.
