Verizon Network Extender Connection Failure

Samsung SCS-2U01 model of Verizon Network Extender.
We have zero Verizon signal here and my wife needs it for her work phone.
The problem is that it will not connect to a GPS signal reliably. If and when it ever connects it works fine. I am told it needs the GPS signal only for 911 location.
I have moved it everywhere, tried the external antenna outside etc.. My portable GPS works fine in the location.
Is there anyway to bypass the GPS portion or permanently set a location as it never moves.

Thanx
  • Without the extender there is no signal.
The phone works fine if and when the GPS ever connects.
If the GPS light is red there is no connection as it will not connect thru the internet until it has GPS.
Is there a way to eliminate GPS? Why would it need cell tower hand shake when it is going over the internet?
  • It's my understanding the Broadband connected Network extension needs a GPS fix for cell tower hand shake. What is the actual signal level of your phones? Not talking about bars. -120db is zero signal. -100db is usually reliable texting. -91db and better is decent 3G. What are the measurements inside and outside the house?

For Android (some phones slightly different):

    Settings/ About Phone/ Status

Apple has a test code that's punched into the dialer.
