There is no difference between what you will see on the Verizon website and your My Verizon app on your phone. The numbers will be exactly the same. You just have to click on the icon to get the update info. No need for web access.

his 'wifi hotspot/MiFi' has an info / setup screen to be accessed by his laptop browser ( just like Any Router ), it is NOT a phone hotspot , No APP on Phone, No phone

yes he should check the VZW website, it should be close to the same
most likely it will NOT be the same , because he is getting 'Notices' from VZW
that is the problem, there is either a malfunction in the mifi, not reporting useage,
OR
there is a Malfunction at VZW billing
unless of course somebody has cloned his device or hacked his account
Monkey ask VZW tech service to check which towers show data access and whether it matches locations you have been camped and using the hotspot
