Norton AV won't necessarily find it as it's not likely a traditional virus. More like a browser hijack which requires specialize PUP tools.
Instead, try scanning and clean with the free AdwCleaner. Then follow up with the free version of Malwarebytes.
they say they are free but then they find stuff and say register now and pay money and fix the problem, doesn't sound like free to me
