Voltage is identical if there is no load on the batteries and no charge.
Voltage (relatve to battery) goes up as you approach the converter when charging and DOWN as you move away from the battery undre load. THe question is does it move enough for you to notice. on the heavy cable to/from the disonnect solenoid. likely no
Modern voltmeters can easily be in the millions of ohms range buy even 50 year old analog meters were often 20,000 ohms per volt. so if it's a 20 volt scale (Normal for Battey meters (that would br 400,000 ohms or 12/400000 amps what is that .003mA?
