FreedomPop uses the CLEAR network. But coverage is an issue with any mobile service. If not available were you want to use it then it's pretty much a moot point. Whether it's with CLEAR, Verizon, AT&T, etc.
You need to check coverage where you intend to use the service, and hope that your location actually has a decent signal. Mobile data can be fine at one location, and drop out completely a block away. Though I have multiple Verizon smartphones, I have between 0-1 bar signal at my home location. Despite being in Verizon's full coverage area, just one mile from DC. When I had IDEN(Nextel), I had full signal coverage.
I've had CLEAR unlimited 4G for over three years, and been very satisfied as I have full signal at my primary location. Personally, I'm not going to lose sleep for being charged 0.99 per month for non activity.
But, as with any mobile service, you do your best to research your coverage, and then cross your fingers you actually have a decent signal at the location where you intend to use it.
