If you choose to set up a Gmail with a password it is separate from a google account. You do not have to have a google account to activate or use your phone.
I do have a gmail email account and my phone asks me all the time if I want to set up a google account/password and I just say no. My phone has no password. It IS possible. Don't let them tell you otherwise. :W
And you are missing out. Google contacts (no contacts saved on the phone) is one of the pluses of having a Google account.
