Version 8.1 Update is a required prerequisite for any and all future updates. Hence it's a mandatory update as who would not want future fixes and security updates? What hasn't been delivered yet is the full Start menu and the ability to place apps in a window on the desktop, apparently these are coming in the future, another update or W9 perhaps.
8.1 Update (strange version name) made some changes on my non touch screen PC like removing the settings etc from the upper right part of the screen and adding them to the Start menu. It is suppose to boot to Windows vs metro but I'm not sure since I have the Classic Shell installed.
By all accounts W8 is less accepted than Vista and so the tradition of every other OS being a problem continues at MS.
You've pretty much mentioned the flaws. Which brings up the real issue, Why wait or deal with all the updates. Why can't it function properly right out of the box?
The whole tinkering /setup/ update issue is why people don't like it!
What OS does not have updates ? If you don't like updates don't use a computer.

Updates are one thing. Re configuring the desktop is another. It is not a simple matter of updates. The original version / touch screen idea was somewhat flawed. The desire to have a touch screen is not universally accepted.
Microsoft's attempt to play catch up and combine mobile applications with traditional desktop /lap top functions went astray and did not work as seamlessly as they hoped.
In the end Microsoft has had to scramble to get it right.
To really make right the end user has to make choices on configuring the system.
Bottom line many consumers are not savvy enough and don't want to be bothered with additional set up.
In the end windows 8.0 has been a headache and not universally accepted.
Yes Microsoft will eventually get it right,however current users are guinea pigs in the mean time.
Some are OK with Microsoft's trial and error approach and don't mind tinkering with the computer. But many prefer for the system to work right out of the box. Many end users don't have the patience or skills to do anything more than click a mouse!
For the record the average user is not familiar with Ubuntu and doesn't care to know all the ins and outs and code names for the various upgrades.
Like Microsoft I don't think you fully understand what the basic consumer wants.
While I am not an Apple Guy at all Microsoft could learn a few things from them when it come to true plug and play out of the box operation
