Answering your questions:
As stated in the OP, I'm running windows 7 starter. I have run updates and they don't affect the problem.
The ipconfig info is useful but does not sound like it would be all that much more convenient than the current hassle.
I have not tried an external adapter. I usually use the computer outdoors, so I would have to carry the adapter around.
My hotspot phone is about a week old. Before I replaced it, the old phone was... hmmm... maybe 8 months old? (I ran over it!)
I don't usually run the microwave between connections, but I still have the problem. I believe we can rule that out. Unless it is the S&B neighbor's microwave, but surely the waves do not travel that far?
