Regarding cutting and pasting from a command window... you need to right-click on the top border of the window and click Edit->Mark and then select the area you want to copy and then left-click on the top border and click Edit->Copy.

OP said that resetting the adapter takes 10 minutes. The ipconfig commands shouldn't take more than 10 seconds. Resetting the adapter does more than just release/renew the IP address. Creating a batch file to do this (if needed) would be even easier and faster.
It looks like the PC isn't releasing and renewing the IP address automatically like it should. Forcing it to via a command prompt seems to work.
When did OP say they were "able to connect effortlessly to any wireless access point and reach the Internet"? The OP did say "This has happened with two different model phones and numerous wifi systems."
Have they tried switching between two or more different wifi access points (besides the phone)? My guess is that they would have the same problem if they did. Meaning, it's not the phone, it's the PC's ability to release/renew the IP address.
I'm sure after moving to a different campground it works fine. Shutting down the PC, traveling, and then connecting to a new wifi system gives the PC time to "release" the IP address.
