If they want to switch the calls via VoLTE it will save them bandwidth, if the call is to both cell phones with VoLTE they don't have to pay end usage fees to the telcos as they do now when it terminates in another cell companies network or through a telco and terminates in a land line phone.) That's why they offer free time to calls between the users on the same network. They would be able to offer voice and video for an extra fee. They would not be deducting data usage from your account. A pay for add on service.
