wifi signal boosters steal from others bandwidth?

This is pretty much what a campground host told me when I was inquiring about a certain park's wifi connection. Completely took me by surprise. I posted another question on this forum about device...

Park wifi is usually slow because of too many people using it, not because of any signal boosters. The signal from the tower to you isn't the problem, it's the 'backhaul' to the internet.
