That's an overly broad statemnet. *Some* Linux distros will allow you to do that.
Take Mint, for example. I can get updates, of course, but in a few weeks when Mint 16 comes out, I'll need to reinstall. Mint doesn't do in-place version upgrades. (Keeping your home directory on a separate partition from the main OS makes this painless.)
Even with Ubuntu, which can do in-place upgrades, why would you knowingly install an old version and then have to spend several hours, and a few gigabytes of bandwidth, running through the upgrade cycles. Much more efficient to just download and install something current right off the bat.
