You can get Windows 8.1 to boot into desktop by enabling the new boot-to-desktop mode. Go to the "Navigation" tab in the Taskbar and Navigation menu, and select "When I sign in or close all apps on a screen, go the desktop instead of Start."

yes, this is it. I was mixing it w/ how to shutdown from the start button. This entails right clicking the start button and the shutdown option appears. This was a second big concession.
