The Jack has no antenna element designed for the reception of channel 4 and even 7 might be difficult. The Winegard long wing elements are the VHF antenna elements and need that length for channels 2-6. You could get 7-13 if you cut those wings down by about half (to give you an idea of the wing size needed when you compare to a Jack) and channels 14-52 are narrow enough to be received by the Jack or the Winegard (add the Wingman for best UHF reception).
While you are likely close enough, it does not take much to interfer with TV signals so it's hard to say. Take a look at www.tvfool.com to see if you should have reception at that specific location. Also, have you moved the RV 10-20 miles to see if that changes anything? Verify that you have good 12VDC or better in the coax at the head of the antenna and you can always go get a replacement Winegard, plug it in and if things improve install it. If it does not you know it's not the antenna and you can return it.
