I did a Google search with "is forwarding email attachments the norm" and found a lot of info on this since I had often wondered why it seems sometimes attachments are forwarded and sometimes not. Here is one of the links I found helpful.

Generally it seems attachments are usually forwarded but can fail to be forwarded because of their size or because antivirus software can delete them since attachments can often contain viruses. And it can vary by what one uses to access their email.

Whoops, I missed that you were replying and not forwarding. Answer above by previous poster is correct I believe because it makes no sense to send the attachment with a reply since it came from who you are replying to.
