Nobody "put it in there" any more than Microsoft put in vulnerabilities in the Windows OS. As to how much data has been mined- none.
As I understand, a bug is an unintentional lapse in code that may be exploited by others such as the "Bleeding Heart" of late, if and when discovered.
In this case (bash), it seems to me to be malware, an intentional bit of coding that allows the author to later exploit the OS at will. IMO
