Correct.
As for your dealer, He's full of it, I run my AC & microwave all the time on 30A with no problems.
As for a Surge Guard/ Protector, I use one, more for low voltage, but it protects against high or low voltage, many folks don't use them & get along just fine, but it only takes one time to make it worth while.
