I think most state and federal campgrounds use it as a means to kick you out if you start going crazy (also I see this ban more commonly in day use parks, not campgrounds). Kind of like the 10 year RV rule some parks have, I have seen older RVs in these park but they were in great shape. Of course this gives them an excuse to kick the "undesirables" out if need be.
As some people have stated, I consider two components critical to camping. 1.) Fire-pit, 2.) A cold brew... if there is a strict ban on either of these I just keep moving down the road. - B_SjulestadExplorer II

In my area its usually thought of as an "ice tea "glass

I've never seen such a ban in Calif state parks but alcohol is limited to your campsite. An open beer is fine, but you're not supposed to walk outside of your campsite with it, though I've seen it done. We were recently in Arizona (Catalina State Park) and they seemed to follow the California rule, same with Zion at the Watchman campground in Utah.

I go one step further. I drink my beer out of a sippy cup. That, and the diaper, throws them off the trail every time. Yeah, I'm a little big for a toddler, but the wife just tells them I have an issue with my glands. They usually don't ask anymore questions after that.
