The recreational access facilities at COE reservoirs in our district are staffed almost totally by volunteers, and for a particular project lake, they might be working at three to eight campgrounds, day use areas, beaches, boat ramps, etc. Most of the time, except for one host site in each RV campground, the volunteers are all put together in one area of one campground that has the facilities for a seasonal stay. It ends up looking like a lot of hosts, but only some of them are doing that job.
When the volunteers leave for the season, campgrounds close, except for one small area close enough to the ranger station that the ranger can monitor what is going on.
Maybe California uses volunteers, rather than state employees, to take care of this particular beach park.
