As an 8th grader on a farm, I had to get up well before dawn to feed the cattle in ‘71; I think I would have noticed temps that low. I am 100% sure the story is true I WAS THERE. It may have been warmer in Bay City (Been there too) because it's Bay City (So named because of the nearby bay that acts as a heat sink) I was about as far from a lake as it gets in MI. and the Kalamazoo River is not much of a heat sink
We also had another -40 day (or rather night) or two) since 1978 thosr in the greater Detroit area.
One of them was Christmas.. My car would not start at -40 so I had to get a ride home with company care and come back later.
