In relatively few years we have been in hundreds of CGs & done numerous events where dry camping has been required. We must have been in the right places because it has been very seldom that we have been bothered by a genny. Most folks have a quiet genny, a Honda or similar, & most seem to run them only as required. The individual with an open framed genny running every second permitted is a rarity.
To our amazement a few years ago at the Oskosh Air Show by 11:00, even in the 24hr genny area, almost all were shut down.
Set up nicely with generous battery banks, solar panels, an inverter & a knowledge of what needs how much power, there is no need to be running a genny for extended periods annoying all within earshot.
