I have never understood people who choose the camp next to the only other occupied site.
RE: the medical issue. Yes, there are people could need generators during the day for medical issues. We have friends with a child that has cystic fibrosis. He must do treatments during the day - a generator (or shore power) would be an absolute must for him during the day.
Guess I've been fortunate. I don't recall camping near anyone who used a generator ALL day long! Usually just a few hours a day and can only recall one time someone used one of those open construction type that was somewhat annoying.
