Changing the wallpaper

There was a previous water leak that created black seep through the wallpaper. I want to prime the washboard to remove the black before I put up the new wallpaper. Yes...I do know this was mold as it is black and I did have the pressure test done to find all leaks even though I have a new one far away from where I want to wallpaper. Please share your experiences.
