As I read it the OP wasn't asking about the various aspects of towing with a tank full of water brought from home but rather who doesn't hook up to an on-site city water feed and instead continues to draw from their tank, refilling the tank during their stay as necessary. I'm one who does, for the reasons I mentioned.
