Considering all your medical problems I would not recommend living in a van. A small class B or C I would recommend. I know it is probably not what you want to hear as it appears you have already made your decision and are asking for confirmation.
A small RV is no more a risk factor for vandalism than a van. It appears that your concern is more about parking violation while camping A RV meets all the legal zoning and health codes for habitation. A RV will have just as good resale options as a van.
You will still be able to utilize your inverter and battery system in a RV due to your need of the CPAP which must be powered over night. There are RV affordable in your price range......
