Assuming that you are correct in having a safe and legal place for overnighting I won't comment on that although it is a huge issue.
I think you are very naive about what can be accomplished with that 12v electrical system. Forget running that cooler or any heater on 12v. Recharging the batteries takes many, many hours of running the generator.
I would suggest you will need to find a place to plug into electrical power. Maybe a friends home, apartment or a college building.
You talk about cooking but say you won't need running water to wash anything. Consider that you cannot cook on a stove in paper plates, you still use cookware that needs washed.
You can use the public library or school library for doing school work. That eliminates the need for powering a laptop and lights in the van.
Talk to a counselor at the school and seek advice on your housing situation. They may have suggestions that you haven't considered. Keep in mind that you are dealing with this for the first time, the counselor has probably dealt with these issues many times with other students.
