I don't think so. I think he is genuine but misguided.
We have to keep in mind that some people are struggling and looking for solutions. There have been times in my youth that I had grandiose schemes and was unable to see the folly in them.
Some ideas may appear really lame to an experienced person but seem feasible to a less informed person. Provided someone is genuinely seeking help we should be willing to advise them if they will listen and learn.
The older I get, the more I realize how little I know. When I was younger, I knew everything and had all the answers.
