no way you are within payload ratings for trailers over 8k DRY when they are fully loaded (with your very conservative numbers) you will be way over.
Your numbers equal 200 pounds under the dry weight of the TT and 200 pounds over the dry hitch weight. Are you saying that the manufacturer numbers are incorrect or skewed?
He's back calculating the maximum trailer weight based on the payload and a 15% hitch weight...so you would be 200lb over the payload limit dry. Add in another 300lb loaded (15% of 2000lb) and you are getting way over the limits.
Payload limits often limit the max trailer weight a 1/2 ton can handle even if the pulling limits (ie: trailer weight rating) are good.
