Not sure the difference between facilitating an exchange and providing information from your LEIN terminal. All the information that the other driver gets is public information that is required by state laws to be exchanged during a collision.
In Maryland, the State Police developed a system called Etix for issuing citations, warnings and repair orders as well as for writing collision reports. A "byproduct" of that system is the ability to print out a sheet of information for each involved driver.
