Depending on the law.
An officer does NOT need a search warrant to conduct a breath-a-lizer test because you gave "Implied Consent" when you applied for a Operator's license (Driver's license) They may have an arrangement like that in some states for Cell phone use as well.. I DO NOT KNOW, but sans such an arrangement I do agree a warrant is needed. .. Next.
The Exchange, in most cases, defines the cellular carrier, for example the area code+exchange (First six digits) of my phone say "T-Mobile" and so it i9s.
However if I ever change carriers the "Number portability act" says I get to keep the same number if I choose so then it won't point true any more.
True story:
Man got a "No proof of insurance ticket"
Magistrate ask how he pleaded "NOT GUILTY"
Did you have insurance "NO"
Then you are guilty, the fine is $100
ONE HUNDRED DOLLARS (Expletive deleted) (two words, second one is YOU)
Uh, what did you say (Expletive deleted) (same two words)
Well, contempt of court is a high court offense, A magistrate can not hear that case so up to Judge Woods, who is about to retire.
Judge Woods: This is a serious charge how do you plead
Subject: "Not guilty and" I'll be you guessed it, Same deleted Expletive.
Judge: young man you have something to learn, you have a year in prison to learn it.
Ok, Some folks... need remedial education.
