I sanitize in the spring. Then I fill the tank till water is coming out the the tank vent. I drain and refill the tank once a month if it has not been used. When I winterize I drain the tank.
I know on my water tank the drain does not remove all the water from the tank. I can see the pipe coming out of the side of the tank. The drained tank still has about 1/4” of water in it. Now that is a Petri dish. Some water and lots of air. Hence I keep the tank full with a minimum amount of air.
Yes I drink from my fresh water tank. I use the garden hose that has laid outside all winter to fill the water tank. Never had a problem.
