Probably because municipal water systems use the minimum required amount of chlorine to maintain sanitary water. It's a benchmark. 2ppm will keep clean water clean. If water is contaminated or of unknown quality, more is required since chlorine is used up when it reacts with bacteria, algae, etc.
Eggzactly. Like I said earlier, a little more chlorine won’t hurt you but you were talking drinking water. If you want to drink out of a swimming pool, have at it.
