It SOUNDS like you have the temp set to it's lowest but did not turn the SWITCH off that actually disables the furnace. Some models the switch is not easily seen (located under the thermostat) and when you push it find that it requires quite a lot of effort to move the switch. I had an old Terry FAn that was like that so I had to turn it off as DW couldn't make the switch move.
