It sounds like you did everything you could do. Some people are totally oblivious to everything around them.
I'm not sure I agree with the stealing/repo theory. Although thieves are usually pretty stupid, this would really draw attention to themselves, something they try to avoid.
I was behind someone on a one lane (each direction) road hauling a house trailer with a horse in it. It was dual axle, and one of the tires was so flat it was starting to smoke and fall apart. The trailer was also leaning in the direction of e flat tire. Tried to get his attention several times. We finally came to a red light and I went up to his window and told him about the flat. He responded that he had another tire on that side and took off when the light turned green. He did have a good spare hanging from the trailer.
