I think there is a "universal sign" to signal someone should pull over: honk, wave and point to the location of the problem.
It is up to the driver of the vehicle with the problem to choose to read that sign.
I have had people honk and wave and point at my vehicle and/or RV. I give them a wave back and pull over when I can safely - once it was an open storage compartment, once it was an electrical cord, and once it was an open entry door. I had someone honking and waving with no pointing on a 2 a.m. drive down the freeway once - I did NOT pull over. When I got home, I inspected my car and there was nothing wrong.
I agree with the comments against the light. Flashing a bright light at someone to get their attention should be left to the police. A bright light shining into someone's vehicle could be enough to really scare them - which could create a bigger safety issue than what you're trying to warn them about.
